About the role
Executive Director of Resources
Halton Borough Council£131,671 to £151,462
Halton Borough Council punches well above its weight, and is a place where you can make a real impact, with the difference you make felt and seen by residents across Widnes, Runcorn and the surrounding communities. The Council is now looking for an Executive Director Resources to lead all of its corporate services and help deliver an ambitious programme of change that will shape how the organisation develops in the years ahead.
THE ROLE
Reporting to the Chief Executive and as a member of the Corporate Management Team, the Executive Director of Resources provides strategic leadership across the Council’s enabling and corporate services, covering Human Resources and Corporate Affairs, Change and Improvement, Legal, Finance and ICT. The directorate is responsible for ensuring the Council has the capability, governance, people, financial resilience and digital capacity to deliver its priorities.
The heart of the role will be working closely with the Chief Executive, the Corporate Management Team and Members to deliver an ambitious programme of change with pace, at a time that is financially challenging for the whole sector. The Council is looking for someone with experience of leading corporate transformation and who can bring the credibility and resilience to drive that change across the organisation. You will take a leading role in delivering the Council’s financial recovery plan, working alongside an improvement board, while putting in place the foundations for a more sustainable organisation.
Horizon scanning will be an important part of the role, keeping the Council ahead of national policy, financial and technological change and assessing what is coming from Government and other bodies and what it means for Halton. That insight will help Members and the Corporate Management Team plan with confidence and respond early to emerging risks and opportunities.
There is a real sense of pride in Halton, and the Council has a strong culture that it now wants to develop further, establishing its own identity and what it means to be part of Halton. With HR and organisational development in the portfolio, the Executive Director will play a leading part in shaping that.
We welcome candidates from any corporate or enabling services background, including those from outside local government, provided you bring a strong corporate mindset, the breadth to lead a wide-ranging portfolio and a commitment to Halton.
